David Burnby is a skilled and experienced freelance facilitator, trainer and consultant with over 30 years’ experience working with diverse groups in a broad range of urban and rural settings across the UK. David began his career working in various third sector organisations involved in social enterprise development and voluntary sector infrastructure support. Immediately prior to becoming freelance in January 2001, he was Programme Director for the education and leadership development organisation Common Purpose, successfully establishing the programme in Hull and as Regional Director, overseeing programmes across the Yorkshire and Humber region. Between 2002 and 2008, David was accredited by the Office of the Deputy Prime Minister (ODPM) as a Neighbourhood Renewal Advisor, part of a team of specialists across the country commissioned by local Government Offices to offer advice and support to various Neighbourhood Renewal pathfinder projects. David was also an Associate Consultant for Local Government Improvement and Development (LGID) which works for local government improvement. Since 2007, David has specialised in training and supporting local authorities in England, Wales and Northern Ireland; health commissioners and a broad range of partnerships across the UK in the use of the Outcome Based Accountability™ framework developed by Mark Friedman of the Fiscal Policy Studies Institute (FPSI) with whom he has established a close working relationship.
